Our Approach – Community Engagement Model (CEM)
HRDF believes lasting change begins within communities.
Our three-tier model connects households, villages, and local governments to ensure ownership and sustainability:
1. Community Action Groups (CAGs)
2. Community Development Councils (CDCs)
3. Multi-Stakeholder Forums (MSFs)
